The large base of the candle, the thing that looks like a bunch of peppermints glued together, is a candle. It was burned a bit, but only for an inch or so. The wick is still inside. The candle feels to be covered in something a bit more durable than just wax. When the candle was burned, this covering came loose a bit on the top. You can just make it out on the third image.
At some point, the small white candle was added to the mix. As can be seen in the images, the white candle was shaved down to fit into the hole on top. So, the peppermint candle was changed to a peppermint candle holder. It is very decorative. I think it'd look better with a longer candle.
