Hello, this is a Pokemon Meiji promo/Get card. This pikachu version is referred to as Funny face or fat face. Even in this condition this card is still worth over 50$. Please check eBay last sold, and current listing to see the price on these. A PSA 4 sold for 50$. The pictures clearly shows that this a very good binder copy for a personal collection. I would not consider this a gradable copy. Most of these are coming from Japan. Currently all platform has sent out notifications about tariffs last week. This is major benefit for someone who wants this card, because i am a U.S seller. This card will come sleeved and top loaded.
