My research leads me to believe this pencil may be pre-1924 (Elreco was legally forced to change their name due to trademark in 1924 to Eldred Oil).
Pencil works, and does have some lead in it.
White Celluloid with black printing - gold tone clip and trim
Barrel, Clip and Cap are unmarked (appears to be an RL Arnold)
